The Family Violence Council was organized by the Lt. Governor and the Attorney General in 1995. The Council is seeking ways to reduce and prevent family violence. It evaluated Maryland's criminal and civil laws concerned with family violence. Using the model code developed by the National Council of Juvenile and Family Court Judges as a guide, the Council recommended reforms to strengthen the laws, their enforcement, and programs that support families and protect victims. With the Governor's Office of Crime Control and Prevention, the Council is developing long-range plans for funds available through the Federal Violence Against Women Act of 1994.
In November 1996, the Family Violence Council reported its findings and recommendations to the Governor and General Assembly. Its report was titled, Stop the Violence: A Call to Action. Thereafter, the Council reorganized into seven "action teams" to implement those recommendations.
