Final Report to Governor & General Assembly due Dec. 31, 2002.

The Study Commission on Public Funding of Campaigns in Maryland formed in August 2002 (Chapter 169, Acts of 2002). The Commission will examine what effect the need to raise campaign contributions has on the ability of the elected officials to perform their duties. The Commission also will analyze the nature of election campaign contributions by Maryland donors and the characteristics of these donors. Trends in the amount of contributions for elections in Maryland over the past several decades will be studied by the Commission.

Additionally, the Commission will examine the State election code and analyze the effect of public funding on election campaigns. The Commission is to recommend ways to implement a system of public funding of statewide and legislative election campaigns in Maryland.
