The Governor created the Task Force on Personal Care by letter of October 18, 1996. The Task Force examined personal care programs operated by State agencies and made recommendations to improve their accessibility and cost-effectiveness. These programs included the Senior Care Program of the Office on Aging; the Maryland Medical Assistance Personal Care Program of the Department of Health and Mental Hygiene; and the Attendant Care Program, and In-Home Aide Services of the Department of Human Resources. Personal care services offered by these programs include assistance with bathing, dressing, ambulation, eating, grooming, toileting, and some household services. Because the State operates four personal care programs in three separate agencies, the Task Force also considered how to standardize application, assessment, and operating procedures.
On May 16, 1997, the Task Force submitted its final report to the Governor.
