In July 2000, the Task Force to Study the Maryland Enterprise Zone Program was authorized (Chapter 464, Acts of 2000). The Task Force considered enhancements to the State's enterprise zone programs to make them more attractive to business investment. Among these were increased income tax credits, and minimum wage and full-time work requirements in enterprise zones. In addition, the Task Force recommended establishing a committee to advise the Secretary of Business and Economic Development on managing the Program.

In December 2000, the Task Force reported to the Governor and General Assembly.
