The Environmental Matters Committee is assigned legislation relating to agriculture; Chesapeake Bay matters; child and elder care; energy; environmental matters, including vehicle emissions; health policy and planning, including related occupations and professions; health care facilities; land use planning and zoning; natural resources; and utility regulation. This committee is composed of twenty-two delegates.
By 1976, the Environmental Matters Committee used two subcommittees: Adequate Public Facilities, and Health and Mental Hygiene. By 1982, six subcommittees reviewed legislation: Crab Waste; Fire Safety; Health Boards Funding; Mosquito Control; Public Lands; and Public Service Commission Laws. Today, the Committee works through three subcommittees: Agriculture, Environment and Natural Resources; Health; and Public Utilities.

The Agriculture, Environment and Natural Resources Subcommittee formed in 1995 as the Environmental and Natural Resources Subcommittee. It reorganized under its current name in 1999.
In 1995, the Health Subcommittee was created as the Health and Public Utilities Subcommittee. In 1999, it reformed as the Health Subcommittee.
The Public Utilities Subcommittee started in 1995 as the Health and Public Utilities Subcommittee, and received its present name in 1999.
